On August 10, 2022, President Biden signed the Sergeant First Class Heath Robinson Honoring our Promise to Address Comprehensive Toxins (PACT) Act into law. The Act established over twenty presumptive conditions for Veterans who served in the Gulf War and Global War on Terrorism (GWOT), added two new Agent Orange related presumptive conditions, and expanded presumptive locations for Agent Orange.
The two new presumptive conditions attributed to Agent Orange exposure
are high blood pressure (hyperten-
sion) and monoclonal gammopathy of undetermined significance (MGUS). While MGUS is relatively uncommon, the Centers for Disease Control states that 47% of adults in the United States have hypertension. The new Agent Orange presumptive locations are any US or Royal Thai military bases in Thailand (January 9, 1962, through
June 30, 1976); Laos (December 1, 1965, through September 30, 1969); Cambodia at Mimot or Krek (April 16, 1969, through April 30, 1969); Guam
or American Samoa and their territorial waters (January 9, 1962, through July 30, 1980); and Johnson Atoll or on a ship that made call at Johnson Atoll (January 1, 1972, through September 30, 1977).
A presumptive condition is a med- ical condition that the Department of Veterans Affairs concedes as having been caused by military service. The VA, through the Veterans Benefits Administration, will compensate Veterans with a monthly, tax-free mon- etary benefit based on a percentage. Additionally, there is compensation available for surviving spouses whose Veteran spouse passed away from a pre- sumptive condition. Having a presump- tive condition also enhances access to VA healthcare.

the Veteran served on or after August 2, 1990, in Bahrain, Iraq, Kuwait, Oman, Qatar, Saudi Arabia, Somalia, the United Arab Emirates, or the airspace above any of these countries. If the Veteran served on or after September 11, 2001, then Afghanistan, Djibouti, Egypt, Jordan, Lebanon, Syria, Uzbekistan, and Yemen are included on the list.
The presumptive conditions related to Gulf War and GWOT service are brain cancer, any gastrointestinal cancer, glioblastoma, any cancer of the head, kidney cancer, any lymphatic cancer, any lymphoma, melanoma, any cancer of the neck, pancreatic cancer, any type of reproductive cancer, any respiratory cancer, asthma if diagnosed after ser- vice, chronic bronchitis, COPD, chronic rhinitis and sinusitis, constrictive or obliterative bronchiolitis, emphysema, granulomatous disease, interstitial lung disease, pleuritis, pulmonary fibrosis, and sarcoidosis.
